Multi-stage bi-objective emergency location-routing optimization with fuzzy requirement

Abstract

For the location-routing problem of post-disaster emergency rescue, this paper developed a multi-stage decision model with the objectives of maximizing rescue efficiency and maximizing rescue efficiency and minimizing total cost under the constraint of demand uncertainty. Firstly, this paper used a data envelopment analysis model to evaluate the rescue efficiency of each route segment. Secondly, considering the different requirements of decision makers for rescue efficiency and cost at different stages, it constructed a multi-stage site-path optimization model. Finally, it designed an improved fast non-dominated genetic algorithm to solve the model. The improved NSGA-Ⅱ algorithm designed a two-stage coding approach with an optimization strategy based on hybrid crossover and annealing variants, and incorporated a scaling method based on the traditional elite strategy. The experimental results show that the improved NSGA-Ⅱ algorithm can effectively solve the dual-objective location-routing problem, and the multi-stage model performs better than the single-stage model in terms of balancing rescue efficiency and cost.
